Job Description

Opportunity at a Glance
The Manager of Safety and Security is responsible for overseeing and managing the Security Department and ensuring the overall safety and security of members of the Ross University School of Medicine (RUSM) community. The Manager of Safety and Security is responsible for the day to day management of all aspects of the Security Department, including the hiring, management and dismissal of Department of Safety and Security officers. The Manager of Safety and Security will also be responsible for overseeing all security vendors and ensuring their service delivery meets the expectations of the RUSM community. In addition, the Manager of Safety and Security is responsible for providing Safety and Security training to all new security members, developing new educational materials, and ensuring that the community safety and security concerns are properly addressed in a professional and courteous manner.

Responsibilities

  • Develops, plans, and implements security goals, objectives, rules, regulations, and work methods in response to assessment of needs.
  • Establishes, within policy guidelines, appropriate service and staffing levels.
  • Coordinates, administers, and monitors activities and personnel.
  • Supervises and participates in the development and administration of the department budget.
  • Directs the selection, supervision, training, development, and performance management inclusive of discipline of department personnel.
  • Directs investigation of complaints regarding security officer misconduct or other alleged wrongdoing.
  • Enforces university security and safety polices on campus and among Security personnel
  • Responds to complaints and inquiries regarding department operations and policies.
  • Collates, reviews, and presents reports and other necessary correspondence to senior management.
  • Trains, coaches and mentors security personnel to assist them in performing their duties.
  • Inspecting facilities and vehicles as appropriate during spot checks.
  • Inform security personnel, faculty, staff and students of changes in regulations and policies, implications of new or amended laws, and new techniques of security work.
  • Responsible for the security of the keys for all buildings.
  • Responsible for the overall management of the RUSM Department of Security to ensure the safety and well being of the members of the RUSM community, RUSM property, systems and information.
  • Ensure the overall safety and security of all members of the RUSM community
  • Responsible for the development of the overall RUSM Security Department budget and budgetary process
  • Development and maintenance of an effective liaison program with the Royal Barbados Police Force, US and Canadian Embassy
  • Maintains active contact with all aspects of the RUSM community, including students, faculty, staff, spouses/dependants and visitors
  • Maintain the RUSM Incident Reporting Database
  • Participates in the Disaster Preparedness committee
  • Ensure that all aspects of the Jeanne Cleary Act and full compliance of its requirements are adhered to
  • Remain up to date on emerging trends in the fields of public safety, university security, and crime prevention
  • Performs other related duties as assigned
  • Creates dashboards, automated reports, report templates and presentations. Uses advanced data visualization tools, such as PowerBI to provide an easy to understand interface for end users to quickly identify key themes within data.
  • Maintain data dictionary of data tables and data relationships in various student information and learning management systems as well as inventory operational reporting system capabilities.
  • Provides primary problem diagnosis and coordinates resolution ensuring root cause is determined and solutions as appropriate for data quality.
  • Lead business, solution and reporting process improvements by identification of improvements, process mapping, and SOP formulation. Work with business units to ensure information systems, workflows and data entry processes align with best practices, ensure maximum data quality, and realize the full functionality of the systems.
  • Collaborates with academic, business, and IT stakeholders to implement data transformations, resolve data quality issues, and collaborate on system change.
  • Design, develop, test, and deliver self-service infrastructure and business intelligence (BI) content including reports and dashboards to business professionals using the IBM Cognos BI toolset
  • Completes other projects and duties as assigned by the Director of Academic Analysis and Learning Management Systems.
  • Completes other duties as assigned.
  • This position is a designated Campus Security Authority.
  • Performs other duties as assigned

Qualifications

  • Bachelor's Degree from an accredited institution of higher learning Required and
  • Bachelor's Degree in Business or related fieldRegistration as Special Constable Required
  • 10 years of either law enforcement or professional security experience Required and
  • 5 years of either law enforcement or professional security management experience. Required and
  • 10 years of additional specialized law enforcement or professional security experience. Required and
  • Foreign nationals applying for this position must be willing to relocate for a minimum of 2 years. Required and
  • 5 years of international work experience, preferable in a developing world environment Required and
  • 5 years of experience in an educational or hospital environment Required and
  • 5 years of diplomatic or Non-Governmental experience (i.e. Foreign Service, DS, FCO, etc.) Required and
  • Law enforcement/intelligence background Required and
  • Actual experience in the design, development and/or management of a roving patrol system in the developing world Required and
  • Living/working experience in the Caribbean Required and
  • 10 years’ experience in field of security. Required
  • The ability to communicate effectively in English (5/5 level) and posses outstanding communication skills, as well as, interpersonal skills.
  • Excellent mathematical skills, analytical and critical thinking.
  • Good organizational, project and time management skills.
  • Demonstrated ability to maintain confidentiality in all matters related to security of the campus.
  • Excellent computer skills including Microsoft suite of programs.
  • The ability to communicate effectively to large groups of culturally diverse individuals
  • This position requires an individual who has extensive experience in managing large organizations in challenging environments.
  • The individual will need to be a self-motivated, with solid communications skills, capable of developing and drafting new policies, procedures and plans.
  • This position requires the proven ability to function and manage effectively in a multicultural environment. Furthermore, individuals applying for this position need to demonstrate that they are capable of creating new organizations, and managing them in a fiscally responsible manner.
  • Excellent communications skills are a must, as the Director of Safety and Security will routinely interact with a wide cross section of Barbadian society, to include students, faculty, staff, families, dependents, local government officials, and members of the Diplomatic Corp.
  • This position requires a great deal of tact and diplomacy, as well as, a high degree of professional ethics, sensitivity to hardship and extreme sensitivity to confidential data and delicate personal issues.

  • SUPERVISORY RESPONSIBILITY: The RUSM Director of Safety and Security will directly supervise a number of Security Supervisors, along with security personnel provided by security vendors.
  • AUTHORITY AND ACCOUNTABILITY: The Director of Safety and Security will report directly to Campus Operations Administrator and will have reporting responsibilities to the ATGE security team. The RUSM Director of Safety and Security will be expected to work unsupervised and will function designated as a member of the Operations team. The Director of Safety and Security will be accountable for the Department Budget under the supervision of the Campus Operations Administrator. In addition, the Director of Safety and Security will attend and provide ongoing educational opportunities for the Department.
